SUBJECT:
CESSAR TRANSIENT AND ACCIDENT EVENTS In a meeting on June 11, 1981, the NRC staff and Combustion Engineering (CE) staff agreed to an approach to resolve concerns related to the format and content of Chapter 15 of the CESSAR Final Safety Analysis Report. This agreement resulted in the following commitrents:
Combustion Engineering will:
1.
Reformat Chapter 15 of the CESSAR FSAR to address the events contained in the Standard Review Plan (NUREG-75/087, Revision 1), similar to that presented in the San Onofre FSA', and submit a CESSAR amendment scheduled for October 1,1981. The omendment will address questions raised by the staff in its review of CESSAR in connection with Palo Verde.
2.
Events will not be reanalyzed if the present analysis is a limiting case; CE will justify that present analysis bounds the SRP event.
- 3. " To the maximum extent possible, to minimize resource and schedule impacts, provide qualitative justification for those events, for which analyses will not be performed or presented.
4.
For those events for which CE cannot demonstrate cciformance with the acceptance criteria in the SRP, CE will explain why the SRP criteria are unnecessarily conservatise for each event or otherwise justify that the CESSAR design conforms to the Comnission's regulations.
(CE will provide a list of all deviations from the SRP criteria by July 15, 1981.)
NRC staff will:
1.
Formally request that CE reformat Chapter 15 of the CESSAR FSAR to conform to the SRP.
2.
Review CESSAR Chapter 15 aad prepare SER inp'Jt for CESSAR cn a schedule consistent with the Palo Verde OL application.
3.
Initiate working group meetings with CE to understand the material that will be presented in the CESSAR amendment and identify the justification for exceptions and deviations from the SRP criteria.
4.
Draft inputs to the CESSAR Safety Evaluation Report in parallel with the CE effort to revise the FSAR, based on the information provided currently in the CESSAR FSAR and in the working group meetings.
