ACCIDENT ANALYSES On June 11, 1931, the staff met with representatives from Combustion Engineering (CE) to discuss problems related to the review of accident and transient analyses, as presented in Chapter 15 of the CESSAR Final Safety Analysis Report (FSAR).
The problem arises because the guidance in the Standard Format (Regulatory Guide.
1.70, Revision 2) provides for the categorization of transient and accident events on a probabilistic basis, while the Standard Review Plan (NUREG-75/087, Revision 1) identifies a specific set of events and their acceptance criteria. As a result of the review thusfar, the staff has concluded that the information needed to provide an adequate evaluation of CESSAR is essentially that which would put the FSAR inte a format consistent with the Standard Review Plan rather than the Standard Format.
In a meeting held on March 25, 1981, the staff agreed to review the accident and transient events as they are presented in CESSAR, in confunction with the quali-tative assessments which establish limiting events, and compare those to the criteria contained in the Standard Review Plan. However, the staff indicated that because (1) criteria and guidance necessary to review the probabilistic categori-zation of events on a consistent basis do not exist, (2) CESSAR will be referenc-able for a relatively long period of time there is a need to document a clear and complete basis for our acceptance of CESSAR, and (3) the review time is limited in order to maintain the review schedule for the Palo Verde reference plant appli-cation, the staff concluded that CE should revise Chapter 15 of CESSAR to be con-sistent with the Standard Review Plan.
R. Mattson, on behalf of the staff, indicated that the staff's primary objective would be to complete the Palo Verde and Saint Lucie Unit 2 reviews on schedule and the secondary objective would be to complete the CESSAR Final Design Approval.
Although Saint Lucie Unit 2 is not a CESSAR reference plant, it is a CE plant utilizing the same accident and transient analysis methodology; however, the staff has concluded that the Saint Lucie Unit 2 review can proceed based on question responses. However, for future referencability, the staff requested that the CESSAR Chapter 15 be reformated to conform to the Standard Review Plan.

necessary to complete this action, a submittal cannot be provided until l
October 1,1981. This estimate includes the resources necessary to respond to the St. Lucie Unit 2 questions.
In view of the review schedules for St.
Lucie Unit 2 and CESSAR/Palo Verde, both CE and the staff agreed that working-group meetings should be held to assure that issues are identified and resolved I
as early as possible, and to assure that the material to be submitted by CE will provide the staff with sufficient information to prepare its Safety Evalu-ation Report.
