Dear Mr. Speaker:
This status report is in response ' o the direction given in Public Law 96-295, Section 307(b), which requires NRC to study the feasibility and value of licensing plant managers and senior licensee officers responsible for the operation of nuclear power facilities.
We apologize for the lateness of our response.

has been devoted almost exclusively to reviewing applica.tions for plant operating licenses.
Consequently we have been unable to do a comprehensive study and the Commission staff J
has been unable to develop acceptable alternatives from the i
existing literature base of sufficient scope to develop the issues fully and logically.
The staff has been directed to expand their efforts through interviews with NRC Inspection and Enforcement personnel, agencies of the government who address this kind of issue in their progrmmmatic activities, nuclear power plant managers and other senior licensee officers, executive assessment professionals, companies which utilize assessment techniques l
l and associations which certify or license professionals.
With this additional work, a final report is targeted for December 1981.
