NOTICE CF VIOLATION Jersey Central Power and Light Company Docket No. 50-219 Oyster Creek Nuclear Generating Station License No. DPR-16 As a result of the inspection conducted on May 1-31, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified:

Technical Specification 6.8.1 states in part, " Written procedures shall be established, implemented, and maintained that meet or exceed the requirements of... Appendix 'A' of Nuclear Regulatory Commission's Regu-latory Guide 1.33-1972..."

Regulatory Guide 1.33-1972, Appendix

'A', lists " bypass of safety func-tions and jumper control" as activities for which procedures should be 4

prepared.

Procedure 108, Revision 25, December 22,1980, " Equipment Control",

states in part, "5.2.1 The Group Shift Supervisor is responsible for controlling the installation and removal of numbered electrical jumpers

.. 5.2.1.1 No electrical jumper will be installed, removed or modified without prior authorization of the Group Shift Supervisor or Group Operating Supervisor.. 5.2.2 The electrical jumper checkoff sheet shall be used to control the issue of all applicable jumpers..."

Contrary to the above, on May 19, 1981, the following numbered electrical jumpers were found to be improperly installed or disconnected:

Electrical Jumper Checkoff Sheet 79-151 dated January 12, 1979, specified jumper number 60 to be installed between terminals 187 and 189 in the condensate demineralizer panel to defeat the low water flow trip to the caustic pump. The jumper was found discon-nected from terminal 187 without authorization.

Electrical Jumper Checkoff Sheet 81-142 dated April 24, 1981, specified jumper number 75 to be installed between terminals 7F-TB17-36 and 7F-TB17-43 to allow operation of the turning gear and lift pumps while performing 230 KV line modifications.

The jumper was found disconnected from terminel 7F-TB17-48 with-out authorization.

Electrical Jumper number 14 was found installed between terminals 7F-TB1-176 and 7F-TB1-184 to jumper the main flash tank high level alann.

It was installed without the use of a jumper checkoff sheet or any other documented authorization.

This is a Severity V Violation (Supplemenc I.E.).

Pursuant to the provisions of 10 CFR 2.201, Jersey Central Power and Light Com-pany is hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply including:

(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; (3) and the date when full compliance will be achieved.

Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation. Where good cause is shown, consideration will be given to extend-ing your response time.
