This refers to the rautine safety inspection conductod by Mr. H. H. Livermore
of this office on May 2-31, 1981, of activities at the Clinton Power Station,
Unit 1, authorised by NEC Construction Permit No. CFPR-137 and to the dis-

cussion of our findings with Mr. M. C. Hollon and others of your staff at the
conclusion of ths inspection.
The enclosed copy of our inspection report identifies areas awamined during
,

the inspection. Within these areas, the inspection consistad of a selec-
tive examination of procedures and representative records, observations of
activities and work in progress, and interviews with personnel.
During this inspaction, certain of your activities appeared to be in non-
compliance with NRC requirements, as specified in enclosed Appendix A.
A
written response, submitted under oath or affirmation, is required.
In accordance with 10 CFR 2.790 of the t h i== ion's regulations, a copy

of this letter, the enclosures, and your response to this letter will be
placed in the NRC's Public Document Roem. If the enclosures contain any
informatioc that you or your contractors believe to be exempt from dis-
closure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this
office by telephcne within seven (7) days from the date of this letter of
your intention to file a request for withholding; and (b) submit within
twenty-five (25) days from the date of this letter a written application
to this office to withhold such information. Sectica 2.790(b)(1) requires
that any such application must be accompanied by an affidavit executed by
the oerner of the information daich identifies the document or part sought
to be withheld, and which contains a full si.atement of the reasons on the

basis which it is claimed that the information should be withheld from
