The Huclear Regulatory Cornission (the Comission) with respect to full power -
full tem operation of McGuire Nuclear Station, Unit I has found that:
A.
The application for license filed by the Duke Power Company (the itcensee) conplies with the standards and requirecents of the Atomic Energy Act of 1954, as anended (the Act), and the Comission's regulations set forth in 10 CFR Chapter I and all required notifications to other agencies or bodies have been duly made; B.
Construction of the McGuire Huclear Station, Unit 1 (the facility) has been substantially completed in conformity with Construction Pemit No. CPPR-83 and the application, as amended, the provisions of the Act and the regu-lations of the Comission; C.
The facility will operate in conformity with the application, as amended, the provisions of the Act, and the regulations of the Commission; D.
There is reasonable assurance: (1) that the activities autnorized by this arrendnent to the operating license can be conducted without endangering the health and safety of the public, and (ii) that such activities will be con-ducted in compliance with the Cornission's regulations set forth in 10 CFR Chapter I; E..The licensee is technically and financially qualified to engage in the activities authorized by this license arendment in accordance with the Comission's regulations set forth in 10 CFR Chapter I; F.
The licensee has satisfied the applicable provisions of 10 CFR Part 140,
" Financial Protection Requirenents and Inderunity Agreements", of the Com-mission's regulations; G.
The issuance of this license amendment will not be inimical to the comon defense and security or to the health and safety of the public; I

Af ter weighing the environmental, economic, technical, and other benefits of the facility against environmental and other costs and censidering available alternatives, the issuance of this amendnent to Facility Operating License No. NPF-9 is in accordance with 10 CFR Part 51, of the Comission's regulations and all applicable requirements have been satisfied; I.
The receipt, possession, and use of source, byproduct and special nuclear material as authorized by this license amendment will be in accordance with the Comission's regulations in 10 CFR Parts 30, 40 and 70.

Prior public notice of this licensing action was given in, " Receipt of Application for Facility Operating Licenses; Availability of Applicant's Environmental Report; and Consideration of Issuance of Facility Optrating Licenses and Notice of Opportunity for Hearing" (39 Fed. Reg. 20833-34; June 14, 1974). Hearings were held in connection with admitted contentions with respect to the operating license applications on March 28-31, April 1, 19-22, 1977; August 22-24, 30-31, 1978; and February 24-27, March 3-6, l
10-13, 17-19, 1981, and an Initial Decision and a Supplemental Initial l
Decision issued, respectively, on April 18, 1979 and May 26, 1981.

Accordingly, Facility Operating License IPF-9 is amended by the following changes; (a) Change paragraph 2.C.(1) to read:

(b) Change paragraph 2.C.(8) to read:

HEPA filters and charcoal adsorbers associated with all ventila-r tion systems.
