Gentlemen:
This refers to the inspection conducted under the Resident Inspection Program
by Messrs. W. D. Johnson and L. J. Callan, of this office covering the period
of April 22 - May 21, 1981, of activities authorized by NRC Facility Operating
Licenses DPR-51 and NPF-6 of the Arkansas Nuclear One, Units 1 and 2, and
to discussion of the findings by the inspectors with members of your staff at
the conclusion of each segment of the inspection.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report. Within these areas, the inspection consisted of
selective examination of procedures and representative records, intarviews
with personnel, and observations by the inspectors.
During this inspection it was found that certain of your activities were not
conducted in full compliance with NRC requirements.
Consequently, you are
required to respond to this matter, in writing, in accordance with the provi-
sions of Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10,
Code of Federal Regulations.
Your response should be based on the specifics
contained in the Notice of Violation enclosed with this letter.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC's
Public Document Room.
If this report contains any information that you
believe to be exempt frem disclosure under 10 CFR 9.5(a)(J), it is necessary
that you (a) notify this office by telephone within 10 days frem the date of
this letter of your intention to file a request for withnolding; and (b) sub-
mit within 25 days from the date of tnis letter a written application to this
office to withhold such information.
If your receiot of this letter has been
delayed such that less than seven days are available for your review, clease
notify this office promptly so that a new due date may be established.
Consistent with Section 2.790(b)(1), any sucn application must be accompanied
by an affidavit executac by tne owner of the information wnica identifies tne
coct .cnt or part sought to be witnneld, anc wnich contains a full statement
of the reasons on tne basis wnicn it is claimed that the infon:1ation snoulc be
withheld from ouclic oisclosure.
