Dear Mr. Hovey:

The Nuclear Regulatory Comission has issed the enclosed Amendment No.16 to License No. DPR-73. This amendment consists of changes to the Appendix B technical specifications and is in response to your request dated June 10, 1981.

This amendment implements the criteria established in Appendix R of the Final PEIS. These criteria require that the dose to offsite personnel be limited to the design objectives of Appendix I to 10 CFR Part 50 during the cleanup of TMI-2 This amendment does not authorize releases of accident-ger.trated water, which are currently prohibited by the requirements of the FebruOry 11, 1980 Order. See proposed Technical Specifications 3.9.13 and 3.9.14 of Appendix A.

These criteria also require quarterly reports to be submitted to the NRC specifying all radiological releases and the estimated cumulative population dose following the end of each calendar quarter.

We have determined that the amendment iniolves an action which is insignificent from the standpoint of environmental impact and that there is reasonable a',sur-ance that the health and safety of the public will not be endangered by *nis action. Having made this determination, we have further concluded that pursuant to 10 CFR 551.5 (d) (4) an environmental impact statement, negative declaration or environir.antal impact appraisal need not be prepared in connection with the issuance of this amendment.

Copies of the related Safety Evaluation and the Notice of Issuance, which has been forwarded to the Office of the Federal Register for publication, are also
