7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-320 METROPOLITAN EDIS0N COMPANY JERSEY CENTRAL POWER AND LIGHT COMPANY PENNSYLVANIA ELECTRIC COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No.16 to Facility Operating License No. DPR-73, issued to Metropolitan Edison Company, Jersey Central Power and Light Company, and Pennsylvania Electric Company which changed Appendix B Technical Specifications for operation of the Three Mile Island Nuclear Station, Unit 2 (the Facility) located in Dauphin County, Pennsylvania. The amendment is effective as of its date of issuance.
The amendment implements the criteria in Appendix R of the Final Programmatic Environmental Impact Statement related to decontamination and disposal of radio-active wastes resulting from the March 28, 1979 accident at TMI-2.
These criteria require that the dose to offsite personnel be limited to the design objectives of Appendix I to 10 CFR Part 50 during the cleanup of TMI-2. The criteria also require submittal to NRC of quarterly reports specifying radiological releases l
and estimated cumulative population dose. This amendment imposes a more restrictive i
limit on permissible doses than the limit presently established in the facility's Technical Specifications.
The application for the amendment complies with the standards and require-l l
ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter 1, which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment does not involve a significant hazards con-sideration.
