Dear Mr. Abel:

The Comission has issued the enclosed Amendment No. 65 to Facility Operating License Fo. OpR-39 and Amendment No. 62 to Facility Operating License No.

DPR-48 for the Zion Station, Unit Hos.1 and 2, respectively. The amendments consist of changes to the Technical Specifications in response to your applications transmitted by letters dated May 23, September 24, October 22, November 7,1980 and Pay 1 and May 29, 1981.

These amendments revise the Technical Specifications to incorporate requirements for decay heat removal capability and to further define operable for systems and conponents. The basis for these changes to the Technical Specifications is the letter dated April 10,1%0 fran D. G. Eisenhut to All Power Reactor Licensees I

on " operable" and the letter dated June 11, 1980 from D. G. Eisenhut to All Operating Pressurized Water Reactors (PUR's) on decay heat removal capability.

The Technical Specifications submitted by Comonwealth Edison Company in the above referenced applications are consistent with the model Technical Specifi-cations and are, therefore, acceptable.

We have determined that the amendments do not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendments involve an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 551.5(d)(4),

that an environmental impact statement or negative declaration and environmental impact appraical need not be prepared in connection with the issuance of these amendments.

We have concluded, based on the considerations discussed above, that: (1) because the amendments do not involve a significant increase in the probability or consequences of accidents previously considered and do not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's 1

regulations and the issuance of these amendments will not be inimical to the comon defense and security or to the health and safety of the public.
