We have reviewed your letter of January 8, 1981 in reference to the inspection conducted at North Anna Power Station on October 1-21, 1980, and reported in IE Inspection Report Nos. 50-338/80-35 and 50-339/80-33.

Our response to the specific infraction is attached.

We have determined that no proprietary information is contained in the reports.

Accordingly, the Virginia Electric and Power Company has no objection to these inspection reports being made a matter of public disclosure.

Attachm2nt Page 1 APPENDIX A NOTICE OF VIOI.ATION Virginia Electric and Power Company Docket No. 50-339 North Anna 2 License No. NPF-7 As a result of the inspection conducted on October 1-31, 1980, end in accor-dance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was idectified.

10 CFR 50 Appendix B Criterion V as implemented by Vepco's Nuclear Power Station Quality Assurance Manual Section 5 requires that activities affecting quality shall be prescribed by documented instructions at procedures.

These instructions and procedures shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished.

Contrary to the above, procedures had not been developed on October 24, 1980 which contained adequate acceptance criteria to enable a determina-tion be made that the fire doors were functional as required by Technical Specification 3.7.15.

This is a Severity Level V Violation (Supplement I.E.).

RESPONSE

The above violation is correct as stated.

The reasons for the violation if admitted:

l The violation was the result of procedural inadequacy.

3.

Corrective steps taken and results achieved:

When the fire door to the 2H Emergency Diesel Generator room (S71-1E) was first reported by QC as needing repair, it was considered as still being functional according to the criterion used by the fire marshal at the time.

After it was later determined that a fire door must be cap-able of closing automatically and latching to be considered functional, a fire watch was stationed at all affected doors within 1 bour and the necessary repairs were made to restore the doors to functional status.

Corrective action taken to avoid further non-compliance:

Specific guidelines for determining fire doors " functional" will be established utilizing National Fire Protection Association standards and the Fire Inspector Guide.

This new criteria will be incorporated i

into existing fire protection procedures for fire door inspections and made available to all Operations and QC personnel.
