NUCLEAR REGULATORY COMMISSION

.j WASHINGTON, D. C. 2055S S"*...*/

February 27, 1981 Docket No. 50-346 Mr. Richard P. Crouse Vice President, Nuclear Toledo Edison Company Edison Plaza 300 Madison Avenue Toledo, Ohio 43652

Dear Mr. Crouse:

We have reviewed your report transmitted by letter dated February 5,1980, which responded to our request for information dated August 21, 1979, concerning a benchmark analysis of sequential auxiliary feedwater flow to the steam generators following loss of main feedwater using a 3 node CRAFT 2 OTSG representation.

We have determined that a more rigorous assessment of the Babcock &

Wilcox (B&W) small break LOCA model is being performed under Item II.K.3.30 "Small Break LOCA Methods" of the TMI Action Plan requirements and, therefore, further code assessment under Item II.K.2.19 " Benchmark Ar.alysis of Sequential Auxiliary Feedwater Flow" of the TMI Action Plan requirements is unnecessary.

We have concluded that you have complied with the intent of Item II.K.2.19 and, therefore, Item II.K.2.19 is resolved for Davis-Besse Unit No. 1.

Our associated Safety Evaluation Report is enclosed.

Sincerely, c' h./

/.
