%, '*....f SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 39 TO FACILITY OPERATING LICENSE NO. OPR-6 CONSUMER POWER COMPANY BIG ROCK POINT PLANT DOCXET NO. 50-155
1.0 INTRODUCTION
By letter dated October 1,1980, Consumers Pow 3r Company (the licensee) requested an amendment to Facility Operating Liense No. DPR-6 for the Big Rock Point Plant. This amendment would proviie surveillance require-ments for a new automatic isolation valve in the t're protection water spray system protecting the yard transformers.
During the course of our review of the Big Rock Point fire protection systems, the licensee made a commitment to return the water spray system protecting the yard transformers to automatic operation. This requirement is discussed in our Fire Protection Safety Evaluation dated April 4,1979 accompanying Amendment No. 25 to Facility Operating License No. DPR-6. The Big Rock Point fire pumps also provide the water to the core spray system. Tha new isolation valve is designed to close on actuation of the core spray system to assure that there will not be an unacceptable diversion of water from the emergency core cooling system.
2.0 DISCUSSION AND EVALUATION The licensee has performed a review of the change to the facility and has detennined that there is no unreviewed safety question; however, a technical specification change is required to provide surveillance i
requirements for the r.aw isolation valve. The surveillance require-ments wduld verify (1) that the deluge system automatic isolation valve CV-4101 for the substation transformer area will close on any core spray valve open signal, and (2) that the local T-handle override for valve CV-4101 is sealed in the closed / auto position.
We have reviewed the licensee's proposed surveillance requirements and we agree that the system should be tested to assure that the new isolation valve will close on any core spray valve open signal. We also agree that the local override T-handle, install to meet fire code requirements, should be verified to be sealed in the closed auto position.

. Sased on our review of the licensee's submittal, we find that the proposed change to the Technical Specifications would allow Big Rock Point to provide adequate surveillance requirements for the deluge system automatic isolation valve CV-4101.
These surveillance requirements would provide reasonable assurance that this valve will close on any core spray valve open signal, thus, preventing unacceptable diversion of water from the core spray system. Therefore,
we conclude that the proposed surveillance requirements are acceptable.
3.0 ENVIRONMENTAL CONSIDERATION
We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made ts determination, we have further concluded that the amendment involves an action which is insignificant frcm the standpoint of environmental impact and pursuant to 10 CFR f 51.5(d)(4) that an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.
4.0 CONCLUSION
S We have concluded, based on the considerations discussed Sve, that:
(1) because the amene. ment does not involve a significant increa:e in the probability or consequences of accidents previously considered ano does not involve a significant decrease in a safety margin, the amendment does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be con-ducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
