Gentlemen:

This is to confirm telephone discussion between your Mr. Leo Lessor and Mr. W. E.

Vetter aad James Kelly, of my staff on October 8, 1980, concerning the frequency

of audits and surveillance of your plant physical security program.

Specifically, we understand that you will reword Section 14, Paragraph 14.1,

of the Cooper Nuclear Physical Security Plan to include the words ". . . Audits

and Surveillance are conducted on July 15 of each calendar year, plus or minus

25 percent.

In no case, however, is the elapsed time between audits and

surveillance to exceed 15 months."

We also understand that you intend to revise the security plan with reference

to the provisions of 10 CFR Part 50.54(p).

If your understanding of this matter is inconsistent with the above, please

contact this office immediately.
