Dear Mr. Keppler:

On August 2,1979, Mr. C. E. Chmielewski of Public Service Company of Indiana, Inc., (PSI) notified your office of a potentially reportable item as required by 10 CFR 50.55(e). A potential defect in the applied Carbo-Zine 11 primer en the containment building polar cranes, which are being supplied by the Harnischfeger Corporation, was discovered by PSI.

PSI's architect-engineer, Sargent & Lundy, was requested to evaluate the surface finish of the Carbo-Zinc 11 primer. Sargent & Lundy-subsequently requested the assistance of the coating material manufacturer, the Carbolina Company.

Carboline indicated that the Carbo-Zine 11 application did not meet their recommendations and, although the adhesion of this coating was

' adequate, the existence of dry spray and overspray created doubt that the applied fil= would have sufficient integrity to support.the Phenoline 305 finish coat, which has not yet been applied, for any extended length of time. Potential delamination of the Carbo-Zinc /'

Phenoline coating system could cause paint flakes to be released from the cranes. If 'these flakes were large enough and of suf ficient quar.tity, they could clog the -reactor containment building sumps or the nozzles of the containment spray headers.

The cranes for both units had been shipped from the manufacturer and accepted at the Marble Hill site in-the reported condition. Earlier acceptance of the coating has been revoked subsequent to an inspection by Carboline.

October 17, 1980 The polar cranes will be blasted to remove the present prime coat of Carbo-Zinc 11 and then reprimed. This work will be perfor=ed in accordance with the attached procedure at the construction site by a field coating work contractor. This work will be performed after the resumption of safety related work at the Marble Hill Site.
