This refers to the inspection conducted by Messrs. J. I. Tapia and R. J. Evans
of this office during the period January 1-31, 1990, of activities authorized
by NRC.0perating Licenses NPF-76 and NPF-80 for the South Texas Project,

Units 1 and 2. and to the_ discussion of- our findings with Mr. G. E. Vaughn
and other members of your_ staff at the conclusion of the inspection.
Areas examined during the inspection'inclu'ded plant status,'onsite followup of
events, operational safety verificatim, monthly maintenance and surveillancex
observations, complex surveillance observation, and initial licensee
fitness-for-duty training. Within these areas. the inspection consisted ~of
selective examination of- procedures and representative . records, interviews with

personnel, and observations by the' NRC inspectors; 'The inspection findings _ are

documented in the enclosed inspection report.

During this inspection, it was found that certain of-your activities wereL in ~
violation of NRC requirements. The violation, described in paragraph 4 of the

enclosed. report, is not.'being cited because the criteria specified in

Section V.A of the Enforcement Policy were satisfied.
