Gentlemen:

This refers to the inspection conducted by Messrs. R. A, Caldwell and

A, B. Earnest of this office during the period January 8-17,'1990, of

'

activities authorized.by NRC Construction Permits CPPR 126 and CPPR 127 (Units 1

and 2) for the Comanche Peak Steam Electric Station, and to the discussion of

our findings with members of your staff at the conclusion of the inspection.

The inspection reviewed certain areas of your physical security program. Within

these areas, the inspection consisted of selective examination of procedures

- and representative records, interviews with personnel, and observations by the

inspectors. :The areas inspected and the inspection findings are documented in

the enclosed inspection report.

'Within.the scope of the inspection, no violations or deviations were

identified.

It should be noted that although a formal audit ~ of the security

program.is not required prior to licensing, the pre-operational audit

performed by the TV Electric quality assurance department and discussed in

paragraph 5 of this, report was considered shallow-and ineffective in

uncovering- security program weaknesses.

We have also examined actions you have taken with regard to pre'viously

identified inspection findings.. The status of these items is.' identified in-

paragraph 2 of the enclosed report.

defined.by-10 CFR Part 73.21 and its disclosure to unauthorized individuals is
