During the period of November 6 - 14, 1989, the NRC conducted an announced

team inspection of the emergency procedures used by the operators at the

a

Yankee Rowe Power Station.

c

At the conclusion of the itispection, Mr. L. Briggs discussed the preliminary

findings with those members of your. staff identified in the enclosed report.

o

Within the context of this report, the term emergency procedures includes the

Emergency Operating Procedures (EOPs), Off-Normal Operating Procedures-

(OP-3000 through OP-3259 series), and all procedures directly referenced by

'

the E0Ps.

The overall assessment of the inspection team is that the program at the

Yankee Nuclear Power Station for development of the symptom based Emergency

Operating Procedures was excellent.

However, the technical adequacy and

usefulness of the Off-Normal _ Operating Procedures was determined by the team to

'be marginally adequate and required a great deal ~of reliance on operator memory

for component location and equipment operation..

This condition was initially

identified by.the NRC during the June 1989 licensed oparator requalification

examination and confirmed during this inspection.- The significance of this

matter was' discussed in~ detail during the November 14, 1989 exit meeting.

During the meeting your staff committed to review, walkdown, correct and

implement all Off-Normal Operating Procedures and Operating Procedures that

fall under the E0P family of procedures, referenced above, by the end of

February 1990. This schedule was confirmed in writing in your January 5,1990

letter to the NRC in response to our November 21, 1989 letter to you;

-therefore, unless there are changes in the corrective action schedule, you need

not address this item in your response to this inspection.

Attachment 3 to the enclosed inspection report summarizes the weaknesses

identified relative to the emergency procedures. You are requested to respond

to the identified weaknesses within sixty days of receipt of this-letter.

The response requested by this letter is not subject to the clearance

.

procedures of the Office of Management and Budget as required by the Paperwork
