The enclosed copy of our inspection report identifies areas examined during

the inspection. Wfthin thece areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel-

During this inspection, certain of your activities' appeared to be in violation

of NRC requirements, as described in the enclosed inspection report. However,-

because the NRC wants to encourage and support licensees' initiatives for self-

identification and correction of problems, the NRC will not generally issue a

Notice of Violation for a violation that meets the tests of 10 CFR 2 Appendix C,

Section V.G.I.

This 1s the case with the violation discussed in Paragraph 9.a.
