Subject: Combined NRC Resident Inspection Report Nos. 50-317/89-27 and

50-318/89-28

This report transmits the findings of the routine resident inspection conducted

at the Calvert Cliffs Nuclear Power Plant. At the conclusion of the inspec-

tion, these findings were discussed with Mr. Russell of your staff,

Two apparent violations of NRC requirements are cited in Appendix A.

O'ne in-

volved chemistry out of specification in the steam generators.

The second

violation involved failure to adequately separate safety related cable groups.

The pattern of identified deficiencies is indicative of a programmatic weakness

in 'the assurance of adequate separation of safety related electrical cable..

Paragraph seven of the report discusses several exampics of inadequate com-

mitment . followup by your ttaff.

Of particular concern is the protracted

chemistry out of specification condition on your steam generators.

These are-

considered additional examples of the problems identified in Combined In-

spection Report 50-317/89-31 and 50-318/89-32. We note that you have committed

in a' January 25, 1990 letter confirmed by NRC Confirmatory Action Letter 89-08,

Supplement 1, to review your handling of commitments prior to restart of either

unit.

Your written response to this letter should be prepared in accordance with
