FOR SURFACE YEHICLE BOMBS" Generic Letter (GL) 89-07 requires each licensee to include in their safeguards l
contingency planning short-term actions that could be taken to protect against attempted radiological sabotage involving a land vehicle bomb if such a threat L
were to materialize.
In your August 10, 1989 letter, you requested exemption l
from the requirements of GL 89-07 because the Sacramento Municipal Utility

District, on June 7,1989, ordered that Rancho Seco cease operation with the l
intent to apply for a Possession-Only license and subsequently decommission f

the facility, i
The NRC staff has reviewed your letter and cor.cluded, based on the fact that l
the reactor is to be completely defueled with all fuel in the spent fuel pool l
with no intent to o>erate the facility, that not taking any actions regarding GL 89-07 is accepta)1e.
However, prior to any restart and operation of facility, pursuant to 10 CFR 50.54(f), you are required to confirm in writing i
l that you have included in your safeguards contingency planning short-term actions that could be taken to protect against attempted radiological sabotage j
involving a land vehicle bomb if such a threat were to materialize.

Generic Letter (GL) 89-07 requires each licensee to include in their safeguards t
contingency planning short-term actions that could be taken to protect against i
attempted radiological sabotage involving a land vehicle bomb if such a threat i
were to materialize.
In your August 10, 1989 letter, you requested exemption from the requirements of GL 89-07 because the Sacramento Municipal Utility District, on June 7, 1989, ordered that Rancho Seco cease operation with the intent to apply for a Possession-Only license and subsequently decommission the facility.
The NRC staff has reviewed your letter and concluded, based on the fact that the reactor is to be completely defueled with all fuel in the spent fuel pool with no intent to operate the facility, that not taking any actions regarding GL 89 07 is ecceptable.
