'This-letter" csupplements-NRC Confirmatory Action Letter 99-08 dated-May 25, 1989,-- and confirms your commitment. -to the - performance of certain activities prior to= restart of either unit.

During the course of an Enforcement Conference on January 18, 1990, in response' to findings detailed -in NRC Special Inspection Report Nos. 50-317/89-31 and-50-318/89-32,- the. adequacy of your abilit'y to manage commitments came: into question. The broader implications associated with.the events described in the above inspection report indicate the need for an aggressive program to review p,
.the-status of prior comraitments and take appropriate corrective ' actions.when
- necessary.
Pursuant : to January -20',1990 discussions'between NRC and licensee management,-
you issued a. letter on ~ January 25,1990 (

Commitment Implementation Assessment Project) which outlines your plan to. assess how effectively you have historica11y' identified; implemented and maintained = commitments made to the NRC..
-It. is: our' understanding that, prior to restart of either unit, you will have:

Completed the assessment described in your January 25, 1990 letter; 2i Determined the safety significance of any deviations identified; y

Resolved any mode-change restraining issues; and, l-4.
Scheduled the res61ution of any issues that are not mode-change restrain-

Documented the -findings and results of the above in a report to the NRC.
