Propagating F eigue Cracks in Steam Genarator Tubes." Basically, the Bulletin requested that holders of operating licenses for plants with Westinghouse steam

generators employing carbon steel support plates implement certain actions to i

minimize the potential for a steam generator tube rupture event caused by a l

rapidly pr4pagating fatigue crack.

i The NRC' staff has reviewed the actions taken by the Commonwealth Edison Company (CECO) in response to this Bulletin, as documented by your letters

_ dated March 24, April 8, and September 27, 1988. Our Safety Evaluation Report-i L

(SER) for Zion Unit 1, is enclosed. The staff finds Ceco's submittal to be acceptable subject to adoption of additional administrative controls by CECO y',
