Gentlemen:

By letter dated October 6, 1989, we proposed changes to Technical 1 Specification (TS) 3/4.9.1 to allow greater flexibility in isolating reactor makeup water supply to the reactor coolant system during refueling-operations to allow makeup to the refueling water storage tank concurrent .

with refueling operations.

Subsequently,-during a telephone conversation with members of your staff, we hgreed to_ provide additional information to supplement our original submittal.-. Attached, find that information in the form of a revised copy of the TS pages, along with a simplified flow diagram. The revised TS pages add a shorter surveillance time period for the alternate valve alignment as we discussed.

Additionally, in our original submittal we stated our plans to use White <

' Tags to administratively control the proposed alternate valve alignment.

After further' consideration, weinow plan to use Red Tags. 7 L We.had originally requested approval of this request in time for our Unit 1 l refueling outage. As'a result of Unit 1 turbine related problems, we have l begun our~ scheduled outage earlier than expected. Therefore, we request-the staff review and approve our proposal so the revised TSs can be used during ,
