SUBJECT:

YANKEE ATOMIC PILOT EVALVATION REPORT FOR PLANT LICENSE RENEWAL AT R0WE (TAC No. 75795)

By letter dated November 30, 1989, Yankee Atomic Electric Company submitted topical report YAEC.1710, " Yankee Nuclear Power Station Pilot Evaluation Report for Plant Litense Renewal" for staff review and approval. During a meeting on December 13, 1989, the licensee presented a detailed technical discussion of the screening process described in the subject report.

During this meeting the staff informed the licensee that it would not be able to issue a final approval of the report (SER) until the Commission adopted the regulatory approach and philosophy proposed by the staff for license renewal.

Nonetheless, Yankee Atomic requested the staff to review the submitted report.

Based upon the information discussed at the December 13, 1989 meeting and our preliminary review of the topical report, we have concluded that additional information is needed for us to complete our review, in the topical report, the licensee stated that a rule-based computer program called CODAT (Component Degradation Assessment Tool) was developed by Yankee Atomic and was used exten.

sively to determine whether components in the pilot system pressure boundary were subject to potentially significant degradation from 20 degradation mechanisms.

Because this program is used to determine whether age. degradation mitigation is needed for license renewal, the staff requests that the CODAT program be submitted for staff review and approval as part of the technical review of topical report YAEC 1710.
