SAFETY EVALUATION RELATED TO THE EMERGENCY DIESEL GENERATOR QUALIFICATION PLAN (TAC NOS. 68588 AND 68589)

Northern States Power Company requested the Commission by letter dated September 29, 1989, and' supplemented by letter dated December'15, 1989 to evaluate the adequacy of the proposed qualification program dealing with~
procurement and installation of two emergency diesel generators for the Prairie-Island Nuclear Generating Plant Unit No. 2.
The. installation of two emergency diesel generators'are associated with upgrade of'the safeguard electrical-distribution system assuring that the requirements of 10 CFR 50.63-(Station-Blackout) are met.
The objective of the qualification program is to meet the intent of IEEE' Standard 387-1984, Reg. Guide 1.108, Revision 1 and Reg. Guide 1.9 Reference-2.
However, the program changes the 300 " fast starts" of the emergency diesel generator as required by subsection 7.2.2 of IEEE Standard 387-to 70 fast starts-(35 per generator set).
Our evaluation concludes that the programs to test.the-emergency diesel generators at the manufacturer's facilities and in-situ will provide significant assurance that the units will meet the intent of the regulations and the engineering design requirements (capacity, capability, and-reliability).
On this basis, we find your qualification program acceptable.
