1 APPENDIX A NOTICE OF VIOLATION I

Duquesne Light Company Docket No. ~50-334 Shippingport, Pennsylvania 15077 License No.,DPR As a result of the inspection conducted at Beaver Valley Power Station, Unit No. 1, on October 13-16, 1989 and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions",10 CFR Part 2, Appendix C, the following violation was' identified.

The Beaver Valley Power Station Unit 1 Technical Specifications, Section 6.8.1, requires that written procedures.be established, implemented and maintained in accordance with Section 90, Repairs, of Regulatory Guide'1.33, Revision 2-1 dated February 1978. Accordingly, the licensee developed procedural drawing No. PIPS MO 6.1, Detail C, which specified a counterbore taper of 18' maximum for the steam generator feedwater nozzle to elbow weld, i

Contrary to the above, as of October 19, 1980, the ultrasonic thickness profile for the elbow to steam generator nozzle weld indicated that the counterbore taper was greater than 18' for approximately 30% of the weld length.

This is a Severity Level IV Violation (Supplement I).

i Pursuant to the provisions of 10 CFR 2.201, Duquesne Light Company is hereby l

required to submit to -this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, l

including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
