i ANSWER.
Since November 3, 1980, the date NRC's emergency planning regulations became effective. the Commission has' not issued a' full power operating l'icense to an applicant who did not have an NRC-approved emergency response plan at the time the license was issued. Some of these approvals were conditioned on the correction of deficiencies.
