RESPONSE TO GENERIC LETTEP 89-16 FOR PEACH BOTTOM ATOMIC POWER STATION (TAC NOS. 74876/74877)
We have reviewed Philadelphia Electric Company's letter dated October 30, 1989, in response to NRC Generic Letter 89-16, titled " Installation of a Hardened Wetwell Vent." Your intention to install a hardened wetwell vent at Peach Bottom Atomic Power Station for l' nits 2 and 3 under the provisions of 10 CFR 50.59 is acceptable. Because we view your stated intentions to be a firm commitment to install the requisite modifications, we will not proceed with the backfit analyses for Peach Bottom, Units 2 and 3.
If our understanding is not consistent with your intentions, please provide a detailed explenation of the concitments made in your response supporting the deviations from our understanding within 30 days from the date of this letter.
In the October 30, 1989 response, the effect of Individual Plant Exemination l
activities on hardened wetwell vant modifications was discussed.
In addition, the schedub for irplementation of the modifications wcs discussed, with impleraentauon currently projected to occur in the fall of 1992 for Unit 2 and fall of 1993 for Unit 3.
The use of the results of the Individual Plant Examinations to develop supplemental criteria for the vent modification design is acceptable to us, provided that it does not in any way affect the vent modification completion schedule or your commitment to make the requisite modifications under the provisions of 10 CFR 50.59. With regard to the l
discussed schedule, your schedule for completion of the requisite modifications for Unit 3 is not acceptable to the staff. We expect that all actions related to the requisite vent modifications be ecmpleted by January 1993. We, therefore, request that you re-evaluate and revise the modification schedule such that all actions are completed by January 1993.
