Dear Sir:
This letter is to provide you with a revised schedule for completion of three (3) training comitments involving work in and around electrical panels.

These comitments resulted from a root cause assessment of 13 LERs that occurred over a 5 month period involving Shutdown Cooling Isolations and involved use of a mockup panel and development of a video tape training L-module. These comitments were originally scheduled'for completion in the third and fourth quarters of 1988. Our letter of 1/31/89 provided a revised schedule indicating completion in the third quarter of 1989. Hardware procurement' delays have impacted the completion of the mockup panel which is to be used in the training. Additionally, unexpected problems encountered in L
developing an acceptable training module have delayed thJ completion of the video tape training module. These three comitments are now scheduled to be completed in the second quarter of 1990 Seventeen of the original twenty comitments identified as part of resolution of this issue have been completed and have significantly 1
contributed to reducing the frequency of Shutdown Cooling Isolation events as well as other events resulting from work practices in and around electrical panels. Since implementation of these comitments (6/88 to present), there has been 5 Shutdown Cooling Isolations over a 17 month period (none since l
November,1988).
Thus the additional time necessary tt. complete the remaining i
three items is considered appropriate. The specific conmitments and revised schedule are provided in the attachment.

ATTACHMENT 1.
Original Comitment A video tape training module will be made by July 15, 1988. The tape will emphasize the various panel sensitivities, consequences of improper care, and techniques to be exercise when working near, opening, closing or working in the panels.
Training will be conducted for selected personnel and will be completed by September 2, 1988.
Previous Schedule Revision (1/31/89)
This commitment schedule was revised to indicate completion of the video tape by June 30, 1989 and completion of training for selected personnel by September 30, 1989.
Current Schedule The video tape will be completed by January 1990. The training for selected personnel will be completed by April 1990.

Original Comitment i
Appropriate plant personnel, as designated by the various Plant Superintendents, will be trained in a " mock-up" of a control panel to become familiar with performing tests and troubleshooting under various conditions to improve their ability to avoid potential grounding situations. This training will be incorporated into the. technical staff and management training program, and the continuing training program for the designated plant personnel.
This training will comence by December 1,1988.
Original Commitment For new plant staff personnel who will be assigned duties which involve work in critical control panels, the-e will be an' established and structured training program. The training will include techniques and requirements for tightening and. checking terminations, electrical separation, continuity j
testing, electrical safety, etc., and panel familiarity. This program will be developed by August 19, 1988 and will become a part of job orientation l
training.
