January 12, 1990 Docket Nos. 50-498 and 50-499 Mr. Donald P. Hall Group Vice President, Nuclear Houston Lighting and Power Company P., O. Box 1700.
Wadsworth, Texas 77251
Dear Mr. Hall:
SUBJECT:
REVIEW OF 60-DAY RESPONSE TO GENERIC LETTER 88-20, INDIVIDUAL PLAtlT EXAMINATIONS (IPE) (TAC NOS 74471 AND 74472) i Re:
South Texas Project, Units 1 and 2 Nraic Let^er 88-20 requires, in part, that each operating: reactor licensee end construction permit holder: (1) identify the approach and method > selected:
for performing the IPE, (2) describe the :nethod to be used, and (3) identify the schedule for performing the-IPE and submitting the results to the NRC.
This information was to be subt;itted to the NRC within 60 days of issuance of Supplement 1 of the generic letter.
We have reviewed your letter dated September 29, 1989, submitted in response to the reporting requirements of the generic letter. We conclude that your IPE approach, methodology-and schedule are. acceptable. -Although:you have indicated' that the rertainder of the IPE (containment performance analysis):will be sutritted within the requested 3 year period we are encouraging._ licensees with extensive PRA experience to subtiit_ their IPE results on a nere expeditious schedule to help avoid any possible delays between your completion of the IPE and our review process due to the expected backlog at the end of the 3-year period. We anticipate that any possible' additional analysis or reporting requirements, such as those from external events.or from the~ Containment Performance Improvement Program, will not have any adverse.effect on your schedule. However,'if your. schedule should change, please notify the NRC of the proposed change and the reason for the change.-
The UP will, acceat cne submittal for both units provided that the differences ar;9 dependencies 3etween units are appropriately addressed in the IPE.
In addition, it is expectec' that the PRA referenced in the IPE represents, as' closely as possibic,'the actual plant configuration for the South Texas Project.
