This refers to the unannounced routine safeguards inspection and allegation
review conducted by Mr. G. L. Pirtle of this office between November-13 and
December 15, 1989, of activities at the Enrico Fermi Atomic Power Plant,-
Unit 2, authorized by NRC Operating License No. NPF-43 and to the discussion
of our findings with Mr. D. R. Gipson and other members of your staff on
November 22, 1989, and also during a telephone exit meeting on December 15,
,
1989, at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas ex'amined during
the inspection. Within these areas, the inspection consisted of a selective
,
examination of procedures and = representative records, observations, and-
interviews with personnel.

During this inspection, certain of your activities appeared to be in violation
j
of NRC requirements, as specified in the enclosed Notice. A written response
is required. Your response should address corrective actions for the
i
maintenance support weaknesses described in Section 5 b of the Report Details.

Areas examined during this inspection concern a subject matter which is.
exempt from disclosure according to Part 73 Title 10, Code of Federal
L
Regulations,Section73.21(c)(2). This information must~be handled and
protected in accordance with the provisions of 10 CFR_73.21. Consequently,
the enclosure to this letter, our. report of the inspection, and your response
to the violations identified in the enclosure to thi&~ letter will not
be placed in the NRC Public Document Room.
Therefore, your statement of

corrective action regarding the violations identified in the enclosure
,
should be submitted as a separate enclosure to your transmittal letter in
',
l
the manner prescribed.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of-
this letter and the attachment to the Report Details will be placed in the NRC
l
Public Document Room.
The responses requested by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Managem
required by the Paperwork Reduction Act of 1980, PL 96-511.
