The RER team was conposed of NRC personnel assisted by ren6ers of the U.S.
Army Special. Forces. The purpose of the RER progr4m is to assure that l
safeguards implementco at licensed power reactors meet NRC performance ubjectives and thet 14RC Safeguards regulations adequately support those objectives.
j The RER conclusions are decumented in the er closed report (Part I, Safeguards Systems Effectiveness Review; Part II, Safety / Safeguards i
Interface Review; and Part 111, Vital Area Definition). This enclosure, i
which contains safeguards information of a type specified in 10 CFR 73.21, will not be placed in the Public Document Room, and must be protected against unauthorized disclosure.
i Part 1, Section 1.2, of the report defines the categories of the team's findings. As noted in the report, a number of the elements of the Harris safeguards program were found to be notable safeguards strengths. The number of these strengths and the fact that no significant inadequacies were identified are indicative of the general high quality of your prograns.
The team did identify some program concerns. We believe that correction of those concerns could result in significant improvement in your site's l
safeguards program effectiveness and/or the impact of the safeguards program on safe operations of the plant.
The enclosed report does not convey any new regulatory requirenent.
