REVIEW OF 60-DAY RESPONSE TO GENERIC LETTER 88-20, INDIVIDUAL PLANT EXAMINATIONS (IPE) - VIRGIL C. SUMMER NUCLEAR STATION, UNIT NO.1 (TAC NO. 74475)

Generic Letter 88-20 requires, in p) art, that each operating reactor licensee and construction permit holder: (1 identify the approach and method selected for performing the IPE, (2) describe the method to be used, and (3) identify the. schedule for performing the IPE and submitting the results to the NRC.

This information was to be submitted to the NRC within 60 days of issuance of Supplement 1 of the generic letter.

We have reviewe0.> cur letter dated October 31 1989, submitted in response to the reporting requirements of the generic Iutter. We conclude thst your IPE epproach, methodology and schedule are acceptable excepte as noted below.

We knticipate that any possible additional analysis or reporting requirements, e

such &s those from external events or from the Containment Perfomance improve-ment Program, will not have any aaverse effect on your schedule.

iiowever, if your schedule should change, please notify the NRC of the proposed change and the reason for the change.

'Wa note that you proposed a Level 1: analysis with only five containment event tree nodes.

Please refer to the enclosed attachment that was sent in a letter from A. Thadani, NRC, to W. Rasin, NUMARC, datea November 22,1988, " Staff Evaluation of IDCOR IPEMs," in which we expressed concern about limited containmenteventtrees(CETs).

The letter identified areas in the IDCOR back-end IPEM analyses, limited CETs, similar to your proposal, that were too narrowly focused, resulting in an unacceptable methodology. We recommend that you revise your back-end analysis methodology in light of that letter and the requirements of the generic letter.
