Gentlemen:

SUBJECT: NRC INSPECTION OF SAN ONOFRE UWITS 2 AND 3

This refers to the special, unannounced inspection conducted by Mr. T. Meadows

and Mr. T. D'Angelo, of this office, from December 4,1989 through December 7,

1989, of the activities authorized by NRC License Nos. NPF-10 and NPF-15, and

to the discussion of our findings held by Mr. Meadows with members of your

staff on December 8, 1989.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective examinations

of procedures and representative records, interviews with personnel, and

observations by the inspectors.

No violations or deviations were identified during this inspection. Our

inspectors observed an improved working relationship between your corporate

engineering and site engineering staffs. The staff engineers interviewed from

both of these groups exhibited a good integrated systems "as built" technical

knowledge, indicating improvement in your configuration control and oversight

program.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.

discuss them with you.
