inspection; however, as discussed with members of your staff during the recent

Unit.1 refueling outage, we continue to be concerned with the quality of work

performed by contract employees and the lack of- direct' licensee control of

these work activities. _ In this regard we plan to' meet with you on January 11,

-1990, to discuss your plans to improve the quality of work activities at the

station.to prevent recurrence of challenges'to the plant similar to the one
that occurred with Unit I on December 14, 1989.

-Whileithis decision appeared to be appropriate we request that during our

meeting lyou be prepared to discuss the administrative measures used to make

In addition, we understand that Commonwealth Edison is upgrading over 4300
station; procedures as a result of NRC, CECO Corporate QA, and third party
