The enclosed report transmits the findings of the subject inspection at the

Calvert Clif fs Nuclear Power Plant, Lusby, Maryland.

The inspection examined

corrective action implementation in the area of low temperature overpressure

protection

for

the

reactor vessel.

findings were discussed with

Mr. L. Russell and members of your staff.

The inspection identtfied programmatic weaknesses in the tracking and comple-

tion of corrective actions. Of particular concern were the inspection findings

of multiple omissions,. deficiencies and errors in assuring adequate reactor

vessel low temperature overpressure protection.

Accordingly, we have scheduled an Enforcement Conference on January 11, 1990,

at 2:00 p.m.,

to discuss these matters with you in the NRC Region I Office in

'

King of. Prussia, Pennsylvania. We will forward an appropriate notification of

'

enforcement action af ter the Enforcement Conference.

During the Enforcement
