This is to advise you that an emergency operating procedures (EOPs) inspection has been scheduled at the Arkansas Nuclear One site from March 26 through L
April 6, 1990. This letter confirms the telephone discussions that have occurred between Mr. J. Fisicaro and Mr. R. King of your staff with members of our staff regarding this inspection.
The pur)ose of the inspection is to verify that the Arkansas Nuclear One E0Ps are tecinically accurate; that their specified actions can be meaningfully accomplished using existing equipment, controls, and instrumentation; and that the available procedures have the usability necessary to provide the operator with an effective operating tool.
As part of the preparation for this inspection, we desire to hold a 3-day meeting with members of your staff at the Arkansas Nuclear One site during i
February 28 through March 2,1990. During this meeting, the scope of the l-
' inspection will be presented.
In addition I have enclosed an attachment listing area for which we expect sufficient copies of document available for the inspection-team review during the preparatory and interim inspection periods.
It is-further recommended that your staff review those guidances of Temporary Instruction (TI) 2515/92, Revision 1. NUREG 0737, Supplement 1; NUREG 0899, and NUREG 1358, as applicable.
In order to best accomplish the inspection, it is requested that the team
. members be badged for unescorted access to the site. Additional information to support unescorted access will be provided to you in separate correspondence.
In addition, it is requested that you provide any required site-specific training during the preparation meeting time.
The team leader and principe1 contact for this inspection is Mr. T. McKernon (817)860-8153. The inspection team will consist of approximately six inspectors made up of Region IV and NRR personnel.
In addition, Mr. J. Gagliardo, the Region IV E0P program manager will also accompany the team for part of the inspection.

Arkansas Power & Light Company The inspection team is scheduled to arrive on site the morning of March 26, 1990, and would like to schedule an entrance meeting at approximately 9:00 a.m.
One of the most effective methods used by the team to evaluate the E0Ps is to observe your operators performing the E0Ps on the site-specific simulator.
Therefore, it is requested that the simulator be scheduled for 2 days (one shift por day), during the inspection period for E0P evaluations. The simulator schedule will be discussed during the February 28 visit. Simulator scenarios will be developed by the team with assistance from your training staff.
If you have any questions in the interim regarding this inspection, we would be pleased to discuss them with you.
