NRC INSPECTION REPORT NOS. 50-250/89-51 AND 50-251/89-51
'This-refers to-the Nuclear Regulatory Commission (NRC) inspection conducted by
Ms.: Orysia M. Masnyk on December 4-8, 1989. The inspection included a review-
of activities authorized for your Turkey Point facility. At the conclusion of
.the inspection, the findings were discussed with those members ~. of your staff
identified in the enclosed Inspection Report.

Areas examined -during the inspection are identified in the report. Within
these, areas, the inspection consisted of selective examinations of procedures-
- and representative records, interviews with personnel, and obser_vation of
activities in progress.
The inspection findings indicate that certain activities' appeared to violate.
.NRC requirements. The violation described in the enclosed Inspection Report _is
under consideration for escalated enforcementL action. Accordingly, no Notice
of Violation .is being issued at this time, and no response to this letter is~
required. However, please be advised that the number and characterization of
violations described in the enclosed Inspection Report may change as a result
of further NRC review. An Enforcement Conference to discuss this violation

scheduled for January 4, 1990. You will be advised by separate correspondence
of the results of our deliberations on this matter.
-In accordance with.10 CFR 2.790(d) and 10 CFR 73.21, safeguards activities and
security measures are exempt from public disclosure. Therefore, the enclosure
to this 1etter, with the exception of the report cover page, which presents a
~
- nonexempt summary, will not be placed in the NRC Public Document Room.
