Request for Reconsideration of SRO Upgrade This letter requests reconsideration of the denial of Mr. Jeffrey W. Boyer's

. license application. . Attached is a revised experience summary for Mr. Boyer, Docket No. 55-61136. Mr. Boyer.is-currently an SRO Upgrade applicant in Region I. Mr. Boyer's eligibility to sit for the January 9, 1990 SRO Upgrade licensing examination at TMI-1 was denied by Region I ir, a letter dated December 18, 1989. The revision provides clarification of Mr. Boyer's experience at TMI-1 consistent with the requirements of NUREG 1021 ES-202 sectionsA and C. Attachment 2 details the GPUN calculation of Mr. Boyer's

. eligibility.

During the above time periods, Mr.Boyer has been assigned as an engineer to the TM1-1 Operations Department. NUREG 1021 ES 202 requires that degreed SRO applicants possess an additional 2 years of responsible power plant experience that may be acquired as a " staff engineer involved in the day to day activities" of a nuclear plant. Mr. Boyer's assignment as an '

engineer in the Operations Department at TMI l has provided him with involvement in the day to day operatiaas activities of the plant. Specific duties include:

o Attendance at the daily Operations / Maintenance planning ecetings. ,

o Involvement with Operations Department outage planning.

o Performance of Technical Specification surveillances of the primary plant's radioactive waste systems, o Member of the Plant Review Group (PRG) for the review of a broad range of operational activities, o Development of overall plent operating procedures.

o Plans and tracks water movement of the primary systems to ensure timely processing, proper utilization of demineralizers, and boric acid recovery, o Performs boron calculations for the control room to support critical water movements during plant puwer maneuvers.

o Performs reactor coolant system hot shutdown checks. '

o Conducts OTSG bubble test to identify OTSG tube problems, o Performs closeout of primary system openings (OTSGs).

o Performs independent valve lineups for the emergency feedwater, decay heat removal, and nuclear service water systems and containment integrity, o Performs hydrostatic testing on the makeup and purification, nuclear service water, decay heat removal, and reactor building spray systems.

o Performs seismic checks of class 1 structures.

o Performs control rod drive venting during plant heatup sequences.

o Performs helium checks of the main condenser.

Attachment 2: Calculation of Creditable Experience ES-202 section C requires that SRO applicants have 4 years of power plant experience, with 2 years of that being nuclear power plant experience.

The following provides the facility calculation of Mr. Boyer's eligibility:

A. 24 months (2 years) of power plant experience is allowed for possession of an engineering degree from section A.2.a.5. Furthermore, since this section is subordinate to section A.2.a. Nuclear Power Plant Experience, the 2 years i

of experience is also considered to be creditable towards the nuclear power l

r plant experience requirement, B. 3 months of nuclear power plant experience is creditable from the applicant's RO and SRO simulator training programs per section A.2.a.4 C. 6 months of nuclear power plant experience is creditable from the applicant's RO and SRO on the job training programs per section A.2.a.6.

Please note that ES 204 section D.7 states that " training for the examination applied for, may not be counted as related technical training." However, ES 202 considers on-the iob traininc (section A.2.a.6) separately from the related technical trainine (section A.2.a.5). Therefore, the applicant's

on the job training as part of his SRO training program can be credited as nuclear power plant experience and is included in the 6 months credit taken. ,

Thus far, Mr. Boyer can be credited with 33 months of responsible nuclear power plant experience. The remaining 15 months of responsible power plant experience is credited from his assignment as a nuclear power plant staff engineer. Section A.2.c allows credit for experience as a plant staff engineer involved in the day to day activities at a fossil or nuclear power facility. Mr. Boyer's eight years of experience as an engineer assigned to the Operations Department at TMI l more than covers the needed 15 months of experience.
