REFERENCE:

TAC Number 74785 You responded to the subject Generic Letter (GL) by letter dated October 27, 1989. Your letter provided the status of the efforts taken by your staff in response to the GL. Schedules were.also provided, which included justifications, for completing the remaining activities necessary for developing an acceptable

inservice test (IST) program in accordance with the guidance provided in the

-GL, Your proposed schedule for providing the remaining information required by the GL,-completion of necessary test procedures, and implementation of the

. updated lST program including any necessary modifications is:

  • Submit IST program and the statement of conformance 12/15/89
  • Complete quarterly pump and valve procedures 06/30/90 (23 procedures)
  • Complete cold' shutdown pump and valve procedures 06/30/90

-(11 procedures)

Complete valve leakage procedures 11/30/90 (6 procedures)

  • Complete refueling outage procedures 11/30/90 (8 procedures)

IST program full implementation RF0-8 (Early 91)

  • Completion of plent modifications Long Term Plan You'have indicated that an extensive effort is being expen'ed by the BEco staff in upgrading the IST program. As noted, the Pilgrim IST program was revised in 1987 and modifieo at our request, Revision 1B, with a second revision to follow at a later date. We issued a craft review of Revision 1B in November of 1988 with several open issues. The issuance of GL 89-04 on April 3, 1989, superseded previous reviews. Your staff utilized its latest effort in determining conformar'e with the requirements of'the GL.

Ralph G. Bird December 5,1989 it was noted that consultants are being used in this effort and will be increased to complete the remaining work. This effort has also been impacted by'other major activities at Pilgrim including the power ascension program and the recent planned surveillance outage.

.Your staff has also indicated that the various procedures will be implemented as each one is approved and necessary training is completed. The December submittal will identify, categorize, and prioritize all relief requests needed as the result of the updated IST program.

All necessary plant modifications resulting from the updated IST program will be integrated into the Pilgrim Long Term Plan (LTP). The LTP has been incorporated in the Pilgrim Operating License as Condition 3.H.

We request that efforts be made to meet the schedule for implementing required modifi-1

. cations indicated in'the GL. We will assess the acceptability of your proposed schedules, including their justifications, when you submit the next LTP update.

We have. concluded that the proposed schedules for submitting the revised IST i

program, procedure updates, and program implementation are acceptable. The adequacy of the schedules for required plant modifications will be determined when the LTP is provided.

-We have closed TAC Number 52032 which was being used to track the previous effort on IST. The above referenced TAC Number will be used for all future effort related to GL 89-04.
