Dear Mr. Sieber:

'I am responding to your letter dated October 27, 1989, which sought information concerning Duquesne's obligation to report decomissioning information pursuant to 10 CFR 50.75.

Essentially, you have requested clarification concerning the responsibility of each co-owner, co-licensee, or operator at a multiply-owned reactor to submit a report by July 26, 1990 which will certify to the amount of decomissioning costs and describe the mechanism (s) to be used to accumulate and assure decomissioning funds.. You asked whether either each co-li.censee should submit the required report for its share of a reactor or the lead licensee or operator should submit the report on behalf of all co-licensees. '

The NRC staff believes that this satter is at the licensees' discretion and should be decided by the co-licensees among themselves. This issue was addressed in Section C.E.1 of the draf t Regulatory Guide (Task DG-1003), " Assuring the Availability of Funds for Decomissioning Nuclear Reactors." Paragraph 2.1.1 l

of that section states -"The funding method should provide that if more than one licensee owns a facility, there is clear. indication of funding provisions made
