-0F PRODUCTS PURCHASED FOR USE IN NUCLEAR POWER'

. PLANT STRUCTURES, SYSTEMS AND COMPONENIS"

.The Office of Nuclear Reactor Regulation requests that the Conraittee to Peview U

Generic' Requirements (CRGR) consider the enclosed proposed Advance Notice of-

-Proposed Rulemaking (ANPR).

Recent experience has shown that some products-purchased for use in nuclear power plant structures, systems.and components are substandard, have falsified records or are otherwise misrepresented.

The ANFR solicits public coninent on a list of -issues related to the procurement of products for use at nuclear power plants. The issues are posed in the form of questions. This is done to elicit comments that may suggest the appropriate regulatory course.of action. This is the action necessery to enhance the prob.

The performance expectation is'that the products will perform their intended safety functions or that they will perform c the normal functions in a manner which will avoid challenges to the plant safety systems.

Enclosed is the proposed ANPR and the information required to support the issuance-of the ANPR.

The staf f will brief the CRGR on the ANPR on fraudulent materials. Brian K. Grimes Director of Reactor Inspection and Safeguards, is the spunsoring Division Director.
