NRC Investigation - San Onofre Unit 1
This refers to the investigation conducted by Messrs 0. Shackleton, P.
Joukoff, and G. Yuhas of this office oh April 23 through May 8,1981, of
activities authorized by NRC License No. DPR-13, and to the discussion
of our findings held by Mr. Yuhas with Mr. J. M. Cwran and other members
of your staff on April 30, 1981.
Areas examined during this investigation are described in the enclosed
investigation report. Within these areas, the investigation consisted
of selective examinations of procedures and representative records,
interviews with personnel, and observations by the investigators.
No items of noncompliance with NRC requirements were identified within
l
the scope of this investigation. Our examination of your system to
control release of radioactively contaminated tools and other materials
from restricted areas, however, revealed that the system failed to
provide for a full accounting of the release of such items.
In view of
the findings of our investigation which substantiated that hand tools
and other materials had been removed from the facility site and the

results of our previous inspections (Report Nos. 50-206/81-02and81-11)

wherein we found that low level radioactive material had been removed
l
inadvertently from the restricted area, we are concerned with the
l
effectiveness of your program to preclude the release of potentially
radioactive material from the restricted area. Accordingly, we believe
this matter requires your attention. We will continue to review this
l,
matter in future NRC inspections.

In accordance with 10 CFR 2.790 of the Commission's regulation, a copy
of this letter and the enclosed investigation report will be placed in
the NRC's Public Document Room. If this report.contains any infomation
that you (or your contractors) believe to be exempt from disclosure
under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office
by telephone within ten (10) days from the date of this letter of your
intention to file a request for withholding; and (b) submit within 25
days from the date of this letter a written application to this office
to withhold such infomation.
If your receipt of this letter has been
delayed such that less than seven (7) days are available for your review,
please notify this office promptly so that a new due date may be established.
Consistent with section 2.790(b)(1), any such application must be accompanied
by an affidavit executed by the oyner of the infomation which identifies
the document or part sought to be withheld, and which contains a full
statement of the basis which it is claimed that the infomation should
be withheld from public disclosure.
This section further requires the
statement to address with specificity the considerations listed in 10 CFR 2.790 (b) (4).
The infomation sought to be withheld shall be incorporated as far as
possible into a separate part of the affidavit.~ If we do not hear from

you in this regard within the specified periods noted above, the report
will be placed in the Public Document Room.
