Dear Mr. Counsil:
The Commission has issued the enclosed Amendment No. 39 to Facility Operating License No. DPR-61 fo;' the Haddam Neck Plant. The amendment consists of changes to the Technical Specifications in response to your application dated Oct3ber 16,1980.
The amendment adds requirements to provide for redundancy in decay heat removal capability in all modes of operation.
During our review of your application, we found it necessary to modify the proposed Technical Specifications. We have discussed these modifications with your representative and have mutually agreed upon them.
Copies of the Safety Evaluation and Notice of Issuance are also enclosed.
