Based on discussions between Mr. C. Giesler and others of your staff and Mr. A. Bert Davis and others of the NRC staff during a management exit interview held on June 19, 1981, at your plant, we understand the following emergency preparedness improvements will be made by the dates indicated.

1.

The existing metrological monitoring system shall be repaired and calibrated and a surveillance procedure implemented to ensure re-liability of this system.

5 This shall be completed by August 15, 1981.

2.

A public education and information program shall be disseninated to the riublic and transient adult population within the 10 mile EPZ.

This program, as a minimum, shall include: educational information; protective measures such as evacuation routes and relocation centers, sheltering, respiratory protection, and special needs of the handicapped.

This shall be completed by July 31, 1981.

3.

The current Emergency Operations Facility shall include radiological monitoring equipment to ensure a safe working condition exists for the emergency organization. This shall include equipment for measuring direct radiation, particulates and radioiodine, and an air monitoring capability.

This shall be completed by July 1, 1981.

4.

A formal training program shall be implemented for all members of the onsite emergency organization. This training program shall focus on the specific functional duties assigned to each individual.

Wisconsin Public Service JUN 2 21981 Corporation This training program shall-include approved lesson plans, performance objectives, practical exercises, tests, records of attendance, etc, as needed to ensure effective emergency response training.

Included in this shall be a formal training program for Health Physics and Chemistry personnel in post-accident sampling and analyses.

Full training in high rad sampling shall be completed by August 1, 1981.

Full training in off site sampling shall be completed by September 1, 1981.

Complete training will be completed by September 15, 1981.

5.

The following emergency procedures are not addressed'and shall be developed and implemented:

a.

Inplant radiation monitoring during accident conditions to support emergency needs such as search and rescue, postaccident sampling, repair corrective action and source term location and identification.

This shall be completed by August 20, 1981.

b.

Radiation protection procedure to ensure protection of emergency workers from excessive exposures of radiation including; adminis-tration controls, PAG standards, timely personnel dosimetry, and action levels for determining personnel protection (i.e.,

radioprotective drugs, procective clothing and respiratory protection equipment).

This shall be completed by July 20, 1981.

c.

Offsite radiation monitoring procedures to ensure methods, equipment and expertise to make assessment of radiological releases through liquid or gaseous pathways. This procedure shall include methods of activation, notification means, field team composition, transportation, communication and monitoring equipment.

This shall be completed by July 20, 1981.

6.

The following procedure is inadequate and shall be improved in the described area to accomplish its objective.

RC-EP-180 (Post Accident Sampling of Containment Atmosphere) a.

All equipment referenced in the procedure shall be readily available and counting geometers for elevated radiatio-samples shall be developed.

7.

The licensee's current system for calling people to the site to meet shif t augmentation shall be tested on an unannounced basis to determine-its adequacy The system shall be corrected if found to be inadequate. Test results shall be documented.

This shall be completed by July 20, 1981.
