Dear Mr. Mattimoe:

The Commission has issued the enclosed Amendment No. 34 to Facility Operating License Ho. DPR-54 for the Rancho Seco Nuclear Generating Station. The amendment consists of a temporary change to the Technical Specifications (TSs) in response to your June 5,1981 application, telecopied to us on June 5,1981. This amendment was authorized by telephone on June 5,1981, and was confirmed by letter dated June 5, 1981.

This amendment changes the TS effluent monitoring methods during the period June 6, 1981 through June 30, 1981, permitting water discharge from the plant with an inoperable radiation monitor in the effluent line. This amendment was issued on an expedited basis to permit plant startup from the recent refueling outage.

Copies of the Safety Evaluation and the Notice of Issuance are also enclosed.
