SUBJECT:
SECY-81-192 - PLAN FOR IMP OVING THE TECHNICAL CAPABILITY OF LJCENSEE PERSONNEL This is to advise you that the Commission (with three Commissioners approving and Commissioner Gilinsky disapproving) has approved the proposed report to Congress, if modified by the following comments:
1.
Update Part A and integrate Enclosure,3 tables into Part A.
2.
Make Enclosure 2 a task for Part B.
3.
Revise the cover letter to say that:
State that attached is a status summary of what NRC is now doing.
Give the reasons why Part B must be done before we can develop an integrated implementation plan for upgrading the technical capabilities J
of licensee technical personnel.
Commit that when the Part B tasks are completed, l
NRC will develop and s.lbmit to Congress a detailed implementation plan.
This plan will incorporate the results of Part B and the experience gained in implementing Part A.
4.
Check manpower needs for the NRC organizations involved.
In particular, the RES portion should be agreed on and committed to by RES in their budget plan.
Commissioner Gilinsky provided the following comment:
I cannot approve this paper in its present form.
It seems to me not much more than a cut-and-paste job."

The Office of Nuclear Reactor Regulation was informed of this action by telephone on May 28, 1981.
It is requested that the report and cover letter to Congress be modified to accommodate the Commissioners' comments and resubmitted for Commission review by c.o.b.
June 15, 1981.
