This is in further response to your letter dated April 7,1981, in which you requested, pursuant to the Freedom of Information Act, certain records pertaining to several sections of the flRC Appropriation Authorization.
When we provided a partial response to you by letter dated May 7,1981, we informed you that the records requested with regard. to Sections 302 and 307 were undergoing review for releasability determinations.

Dear Mr. Chairman:
Public Law 96-295 (Section 302) authorized and directed the NRC to enter into a contract for an independent review of the Commission's management structure, processes, procedures and operations. The contract was to have provided for submission of a report of findings and recomendations to the Commission not later than one year from the date of enactment of the Act (June 30,1980), and prompt transmittal of the report to the Congress.
It was estimated that such a review would cost approximately
$250,000 to $500,000.
It is our view that Congressional concerns in a number of areas such as crisis management, EE0 policies, and need for improved coordination and communication are being adequately addressed by actions already underway.
The NRC revised emergency response procedures and capabilities and we have implemented major improvementt in thic area.
Similarly, a review is being conducted of~our EE0 policie.s and procedures.
Regarding staff comunication, approval of the President's Reorganization Plan #1 of 1980 has significantly clarified the roles and comunication responsibili-ties of the Commission, Chairman, Executive Director for Operations, and staff.
Given the fact that no permanent Chairman has been appointed and that most of our attention is now being focused on reducing the licensing backlog, the Commission requests that Congress postpone the requirement for NRC to expend iesources on the issues remaining under this review.

To inform the Comission of our plans for improving the technical capability of licensee personnel.
DISCUSSION:
Section 307(a) of the NRC Authorization of Appropriations for Fiscal Year 1980 authorized and directed the Comission to prepare a plan for improving the technical capability of licensee personnel to safely operate utilization facilities licensed under Section 103 or 104(b) of the Atcnic Energy Act of 1954.
- Further, the Comission was directed to transmit to the Congress the plan required by this subsection within 6 nonths after the enactrent of the Act.
Enclosed is a description of the subject plan showing each improvement. 'Ihe eierents of the plan are those addressed in Tasks I. A.1 through I. A.4. I.B.1. ed II.B.4 of the 'IMI-2 Action Plan (?UREG-0660).
RE00tt!ENDATION:
We recommend that the Catmission:
1.
Approve the letter and report as enclosure for transmittal to Congress.
