We have received the attached Federal Esergency Management Agency (FEMA) istter dated May 13, 1981, and the attached post-exercise evaluation for the LaSalle Nuclear Power Station exercise of December 4,1980, which lists several defic.iencies in the performar.ce of Grundy County's local amargency response pdan for the areas around the tresden and LaSalle rites. We have also obtained a copy of tha FEMA critique for the October 28, 1980, Dresden azarcise which is also enclosed.
Although we have egot completed our reviw and assessment of the overall state of emergency preparedness for either site, we are of the vias that several of these deficiencies identified by FEMA must be removed in order for us to con-clude that appropriate protective measures can and will be taken in the event of a radiological emergency at your facilities. We hayw concluded that assurance of both onsite and offsite preparedness is needed to protect the health and safety of the public.
This is to notify you that we will deternica an appropriate course of action under our rwgulations for the Dresden facility af ter receiving the FEMA asaluation of offsite preparedness as a result of the Dresden joint exercise with Grudy County which we understand will be held in September,1981. A l
judgment on khether the identified deficiencies have been adequately removed must also be made for the LaSalle Nuclear Station prior to licensing.
We fully recognise that the deficiencies to be corrected may involve actions by other parties ac4 political institutions which are not ender your direct control.
Nonethelcae, we xpect this subject to be addressed by you as well as behers.
We urge you to work with the organisations to resolve the daficiencias and l
demonstrate to FEMA corrective actions during this erarcise.
